During November 2001 - March 2002 consultation was carried out with Disabled children and young people in Liverpool to establish how they could be more strategically involved and their views taken into consideration over matters that involve their lives. This lead to the 'Diversity and Difference' report.

It was reported that engaging with Disabled children and young people to improve participation, inclusion and access to services needed to be an integral part of organisational structures. Empowerment through a range of mechanisms e.g. forums, newsletters, websites, IT, creative communication systems and improved support were strong messages. Providing a culture in which the participation of all children in the decision making process is promoted and valued is to be aimed for and achieved.

One of the recommendations was that there should be an art and drama project to highlight the issues that Disabled children have identified as key to their everyday lives (e.g. inclusive education, housing, support for parents, play and leisure opportunities, school and home transition, establishing identity and independence, transport and access to facilities).

North west Disability Arts Forum were approached to take on this recommendation and were initially funded for two years by the Liverpool Children's Fund for this area of work.
